The girl looks completely traumatised at the idea. The joke is that he is talking to her on her mobile phone.
GRAMMAR
We do not normally use do or does in affirmative sentences, but we can use them for emphasis. Look at this example: If I do come, I'll bring some food. This means it's not absolutely definite that I will come but in the event that I come, I'll bring some food.
Even though this news refers to a situation in the UK, we have similar problems in our schools due to the use of mobile phones in the classroom. It's time everyone realizes that mobile phones are not to be used in class, either by students or... teachers!...
